Complete confusion surrounding World Cup agreements: Security company has sent debt collection claim for 10 million kroner
– There are a good many millions where there is simply disagreement about what should be invoiced.
That’s what the Ski World Cup’s lawyer, Marius Gisvold, said when he presented an overview to the creditors, meaning those who have not received their money after the Ski World Cup, on Tuesday.
In the meeting, Gisvold explained the economic situation to those present. Among other things, it emerged:
- The World Cup believes they have around 85 million kroner at their disposal. 47 million of this is money that is more or less uncertain. They are unlikely to receive all of this 47 million. The World Cup organizer has received demands from suppliers for around 134 million kroner. They disagree with some of the demands and believe the figure is more like 86 million kroner. How much the creditors ultimately end up getting depends on negotiations with each individual creditor.
In the meeting, Gisvold explained that there were three areas in particular where there was disagreement about financial requirements after the World Cup: Traffic and safety, hospitality and temporary facilities.
Now NRK can tell about the debt collection claim from the security company and also reveal new details about the other disagreements after the World Ski Championships.
Denying additional security order
Ever since the deficit became public knowledge, the Ski World Championships have said that security was more expensive than they had thought.
– The security measures that were implemented during the World Championships were completely different and much more severe than what the World Ski Championships believed they had reason to believe based on the professional advice they had received about what security measures should be, says Gisvold.

– Who then ordered and approved these costs?
– Who then ordered and approved these costs?
– That’s a good question. We’re trying to figure this out.
– There must be someone in the Ski World Championships?
– There must be someone in the Ski World Championships?
– Here.
– Is there anything in the municipality?
– Is there anyone in the municipality then?
– I don’t think so. But we’re still looking for this.
He says that during the World Cup there was a kind of control center for security, called the Main Operational Center (MOC). This included the police, fire and rescue, road authorities and the municipality.
CLEANING UP JOB: Åsne Havnelid is trying to clean up after the World Cup deficit together with the World Cup’s lawyer, Marius Gisvold.
According to the World Cup organizer, the order for the additional costs came from there. Therefore, they believe that they are not responsible for paying this bill.
– There must have been someone from the World Ski Championships there too. But there is at least disagreement about whether the World Ski Championships have ordered it, we have certainly not made any agreement about this. Then there is the question of what significance it has had that people have sat in a room and talked about this verbally and “we have to do this and this”. So we don’t know enough about that so we have to find out, Gisvold tells NRK.
– Don’t recognize us
For the World Cup, PSS Securitas was responsible for security together with the police. Ramudden was responsible for road safety and traffic regulation.
PSS does not in any way recognize what the World Cup lawyer is saying.
– We find it difficult to believe that these statements from Gisvold concern our claim, as we do not recognize ourselves in this at all, department head Martin Myrvold at PSS tells NRK.
– The majority of the requirements that have been directed from us to the Ski World Championships have been ordered well in advance of the championship. All deliveries beyond the original plan are anchored in orders from our contact persons at the Ski World Championships. It is unknown to us whether MOC has been involved in the assessments of this, he continues.
NRK has been in contact with Ramudden, who is waiting to comment on the customer relationship with the Ski World Championships until they have had formal dialogue with the customer.
Significant amount for the athlete hotel
In addition to the fact that security costs have been higher than the World Cup organizer thought, expenses for hotels have also surprised the organizer.
– In hotels and food, there is a lot of variation, there are hotel rooms that are used and not used and food that is eaten and not eaten, says Gisvold about hotels.
According to what NRK has learned, this concerns, among other things, a large bill from Scandic Lerkendal. This is where the athletes stayed during the championship. Here too, there are disagreements about how the agreement between the World Cup company and the hotel should be interpreted, NRK has confirmed.
For championships, it is common for athletes to stay together and for neither the press nor other guests to stay in the hotels.
CFO of Scandic, Snorre Moe, does not want to confirm to NRK what they have invoiced.
CFO: Snorre Moe at Scandic after the creditors’ meeting this week.
– There are not that many conflicts. I will not comment on the amount. I cannot do that now. There are no conflicts other than the fact that we have received invoices for services provided that we have not been paid for, Moe tells NRK.
– Are there hotel rooms that have been empty?
– Are there hotel rooms that have been empty?
– I will not comment on anything about what the requirement entails.
– Who have you delivered hotels to? Is it directly for the World Ski Championships?
– Who have you delivered hotels to? Is it directly for the World Ski Championships?
– It’s for the World Ski Championships organization, yes, says Moe.
Negotiations with the municipality
As early as June 3, NRK was able to report that the Ski World Championships and the municipality are in disagreement over bills of 14 million kroner. This applies to the so-called provisional items, i.e. what is temporary in the World Championships facility. For example, this applies to stands, grease pits, big screens and more.
On June 3, both the municipality and the World Ski Championships announced that the agreements were finalized. However, they disagree about who will pay.
Now it turns out that the two players are referring to two different agreements. The Ski World Cup refers to the original agreement between the municipality and the organizer. It clearly states who is responsible for covering which expenses.
FINANCE BOARD: Kjetil Reinskou was among the participants at the meeting where the municipality wanted to be notified before new costs were incurred.
The municipality refers to a meeting between them and the World Cup organization on December 18, 2024. The meeting, which was attended by, among others, World Cup manager Åge Skinstad and World Cup finance manager Roar Munkvold, discussed any new costs that may arise. The minutes of the meeting, which NRK has had access to, show that there is disagreement over several costs:
- Additional costs in the interview zones for ski jumping and cross-country skiing of 800,000 kroner. Additional costs related to power supply in Granåsen. The World Cup organizer wanted to have a climate-friendly event and did not want diesel generators in the facility. Another power solution would be more expensive and the municipality believed that the organizer should cover the difference.
The minutes state that the municipality would henceforth be informed before any new agreements were entered into:
“If there are significant changes to the forecast presented, this must be notified immediately to the party that will finance the measure. No binding agreement must be entered into that imposes increased costs on the other party without acceptance from the party that will finance.”
“If there are significant changes to the presented forecast, this must be communicated immediately to the party that will finance the measure. No binding agreement must be entered into that imposes increased costs on the other party without acceptance from the party that will finance it.”
The minutes also state that the costs should be distributed according to the original agreement, but that both parties must notify if new expenses arise.
According to NRK, Trondheim Municipality and the Ski World Championships will meet next week to discuss these agreements, among other things.
